to Google Summer of Code Discuss
Hi I am not a student nor a mentor, but represent a non profit
organization who would be interested in working with student as part
of this program to modify and enhance an existing open source
application, would this be possible under the parameters of this
program?

You're welcome to work with any free application and to offer advice
to any GSoC student or mentor. You don't need Google's permission to
do so.

No, it wouldn't be. But it doesn't really matter: if you're currently working on a project in open source, why not just use the normal methods to recruit developers? You don't need GSoC to work on open source, as Jordi says. :-)

If you want students to work on your project but you are not accepted
as a mentoring organisation under GSoC, you can't use GSoC resources
(e.g. Melange) to direct students to work on your organisation, nor
will Google pay students to work for your organisation.

If you want to attract people to work on your project otherwise, you
can always do so on your own.

It sounds to me like the appropriate way to handle this is to suggest to
the open source community that makes the application that if they took
part in GSoC themselves (or under another org) in future years you would
be interested in helping out by giving the student feedback, as well as
contributing ideas to their proposals list.
