Chrome flags phishing site but safe browsing API does not

I'm testing my own implementation of the safe browsing API. I found a
phishing site in my spam folder and tested it in chrome and it flagged
it as phishing. I tested in my implementation and the one here
http://gsbtool.beaver6813.com/ulookup.php and both do not flag the
site as phishing.

The site URL is: http://greentree.sytes.net/

Is there a problem with both GSB implementations? Or does Chrome's DB
go out of sync with the publicly available DB? Or does Chrome have
special knowledge?
