I would like to know if I cannot show interactive search results to
end users for evaluations purposes during a limited time?
I'm designing an experiment where I would like to compare standard
Google results with re-ranked Google results.

Your interpretation of the terms of service is accurate; you are not allowed to use this service to present search results to end users. This is intentional, as this program was designed with large scale data analysis in mind.

Thanks for the answer and thanks to include me in that mail. I fully understand the purposes of Google and that the engine cannot be expose as it... However from a technical point of view, it is somewhat difficult to setup a experiment of "advanced" search without having a minimum of freedom in the interfaces.
In my case, I would like to launch long term study on day-by-day use of a personalized Google. To ensure better results, I will prefer to give access to users as much as possible (including working hours and "home" hours). I was aiming at having a secure login procedure to limit the access to the application to people from my laboratory. But with the limitation you propose, I'm not sure I'm able to design such experiment. I was thinking on switching to live search or yahoo which have an API with less restriction, but that could be a shame to miss the use of Google.
Do you have any idea how a consensus can be found ?

I have the exact same issue. I am working on an interactive web data mining application, and I need to evaluate it with end users. But it sounds like the terms of the license don't allow that.
Quite unfortunate. I might have to go for Amazon's search engine instead.

I would like to joint the other people how commented on this thread to also state that the user plays a critical role in any IR system. So it would be really great if you could review your policy on this issue. I think that some common ground could easily be reached - protect Google's interest but also foster user-centered research on Web IR.
