How do I use a different/custom cursor icon?

I'm working on a tool for drawing polygons which need to be fairly
precise. The default cursor for the map is the hand for dragging but
I'd like to change it to a crosshair. Is there any way to change the
cursor icon in v3? I've had no luck with changing the CSS thus far.
