Static Maps API Terms of Service "stitching" definition

2. https://developers.google.com/maps/terms does not permit

(ii) stitching multiple static map images together to display a map that
is larger than permitted in the Maps APIs Documentation;

Alas, this is not to clear. I.e., by just how much must one separate
them to make them legal?
