Can I use google street view API "http://www.google.com/cbk" ?

I want to use the google street view API "http://www.google.com/cbk" in my mobile application (Android and iOS).
but couldn't find the Terms of Service.

please tell me whether it is possible to use this api.
or where I should inquire this.

p.s.
I also tried to use the google maps api v3 for javascript.
but this api respond a curved image. so I'm searching for another way.

You've sort of answered your own question. You can't find Terms of Service, because its not a offical API. 

Of course you can try to use it, but its not recommended,

1) Google can and probably will change the behaviour of the API. Its for their own use, they owe nothing to you. 

2) They will feel no guilt in blocking you. You will probably jsut find your app one day unceremoniously blocked. 

3) Considering you have to reverse engineer to access it, Google could set a pack of lawyers on you for reverse engineering their system, 

4) Because there is no documentation, you could easily end up no accounting for the types of responces, and having a half working implementation (unwittingly).

5) Other unspecified consequences. 

I take youve for some reason ruled out the Street View Images API?
