They are no longer "required" but you can create/register for one a Google APIs Console.

Just click the link, select your sevice by clicking "on" and then click API access and you will see your key

For the avoidance of doubt, valid keys ARE required for the Version 2
API, and it will not work without one.

The Version 3 API *can* work without a key, but it's likely to be
required for Version 3 in the future too. And having a key allows
statistics to be gathered.

Agreed.. I was looking for it The other day and the key generator has
moved to the API console.. in there  you can generate the key as you
did before..
