 You can start editing in Cyprus by searching for the area of your interest or pan and zoom across to it.

It is only the country-feature which is locked, but the country-area is open for mapping. I think all country features in MapMaker are locked by default to prevent geopolitical problems. You are not allowed to change the borders or name of a country, but you are allowed to add edit or delete features within that country.
