[google map maker] (Major & Minor) Arterial Roads

Can the (Major & Minor) Arterial roads go outside of city/town border?
May The MMG answer (with just yes or no) please.

I need that answer as a fact for discussion about editing Country
Default Speeds.

According to:

Minor Arterial

Personally, I believe that answer should be No, but there are
