I think the moderator should be from the same area , where the edits
are done. most of the times the doesn't know about the area and deny
the edits which are genuine.
so please look after the matter.

More completely, there are some things which require local knowledge
and some things that do not, and perhaps some moderators should use
more restraint when moderating outside their area of local knowledge.

It _is_ beneficial, I believe, for people even without local knowledge
to catch general style-related issues, like capitalization,
abbreviation, wrong use of fields, etc.

Also, there is discussion about improving moderation options to
hopefully result in fewer outright denials, in favor of a more
conversational approach.
