Username/Password not accepted for Apps account

Hi there,

I'm trying to upload to a Google Apps account but I'm getting this
denial message:

Username or password not accepted

This domain does not allow users to access the Email Migration API.
Error 403
_____



Is there something that I need to enable in the domain panel for my
apps account?
