Can't create an empty PDF document

I'm trying to upload a PDF document in two steps by first creating an
empty document and then updating it with the contents. But when I try
to create the empty PDF document () I get the error "Document content
required." I don't get this error when creating empty document,
spreadsheet, or presentation documents. Any ideas?

Creating empty PDFs isn't supported like the other formats.
PDFs need content.

Well I guess that explains it. :-) So I could either do both at the
same time with multipart encoding or first upload the document then
update the metadata, is that right?
