Will a quota (QPS limit) exception on batch feeds come back as
GDataBatchRequestException, GDataRequestException, or both ... or should I
be asking the .NET client library team about this?

I'm not sure here Luke. I'll double check with the team on what the actual
response from the API will be and then do some digging into the library.
