I just created a project, but I'm unable to submit any code.
I installed tortoise and the version control system is mercurial.

This is the first time I'm doing this (I have never worked with
tortoise or published any open source project before) so I'm probably
missing something.

How can I completely delete a (completely pointless) code review?

I don't understand the 'This comment is not visible to normal users'
thing I see after I try to delete. Very few of the people I work with
are normal so this doesn't sound much like a solution.
