ps. Do deleted attachments ever expire, so they're deleted for good? If not, and if this is not a problem for you, could you please purge all deleted attachments?

They are only deleted if the actual project is also deleted. The
delete button you use is more of a soft-delete which makes the
download unavailable to non-members of your project. This is just a
handy feature for users who accidentally delete something :).
