This is also the case for me. I am happy/happier to discuss this off list.
Who do I need to speak to and what is the process?
Many thanks to the Google Team (and to HM2K for raising the issue).

Keep cool, no need to get all snippy. We haven't forgotten you.
Believe it or not, it's just that nobody has asked us what you did
before, so we've had to discuss it. Expect email within a couple of
hours, once I'm back from my dinner.

You weren't being ignored, apologies if it looked that way. It just
didn't make much sense babbling on publicly until we had worked out
what to say.

It may be surprising, but project owners dying is pretty far down the
list of support requests. As far as I know, you're the first. And to
be honest, it wasn't very high on our "Things to plan for" list
either, compared to spam, DoS attacks, improving the quality of
service, etc.
Given infinite manpower, I'm sure we'd have had a contingency plan all
ready to go. Reality sucks.

I'm sure everyone here appreciates the work that you and the Google
Code team
put into this wonderful Google project. I see that the question was
posed
on a Friday, and you followed up on Monday. Thank you for your
responsiveness.
IP-transfer is a difficult/complicated process. Best wishes for your
team in developing
a protocol for continued development of projects.
All of that said, this is an emotional thread, and I hope we can
ratchet up our
sensitivity toward your team, and toward your users.
