I had the same problem. I am using Microsoft One Care. One Care did
not even ask me if I wanted to allow this application to access the
internet because it installed in my Documents and Settings folder, "C:
\Documents and Settings\<User Name>\Local Settings\Application Data
\Google\Chrome" Once I told one care to allow internet connections
from this application everything worked.
I also get this problem. From the settings, it seems to use the
Internet Explorer settings, so I turned off the proxy which was there
for work, yet still the same error. IE6 & Firefox 3 both are both
working fine.
Got no windows firewall enabled, possibly McAfee as got OnAccess virus
protection, though this is set by a global policy if it's on and I
can't find a firewall let alone change any settings.

I have the same issue, but it's strange.
Windows Vista.
Two accounts: Admin and user
Admin has installet chrome and it's working fine
User had to try to install chrome three times because GoogleUpdate
could not access to Internet
Now IE7 and Firefox3 are connecting fine in the user account.
I have not firewalls known.
Norton for both accounts.
If I need to use chrome in an admin account I won't do it.

I've found I have McAfee Desktop Firewall, though I can't change any
settings or add anything as this is done by our network
administrators.
Firefox is fine, so it could be something around the way Chrome is
installed, as it's installed to:
D:\Documents And Settings\%username%\Local Settings\Application Data
\Google
So possibly Windows doesn't recognise it as an application and thus
McAfee won't add it as an exception?

For McAfee goto the virus console by right clicking and selecting the
option from the context menu..
you can add, the application chrome.exe to your approved list of files
having access to different sections, in the Access Protection
Properties..
do check your Access Protection log at the same place for more details
( list of things being blocked )
I tried updating at first that didn't help :P i guess updates won't be
released that fast :D
I don't think the McAfee monitoring system and it giving privileges
has anything to do with windows at all... McAfee has a specific
setting that says "Prevent HTTP communication" and "Prevent FTP
communication" in its "Common Maximum Protection" category(in the
above mentioned access protection properties) .. so something similar
happened to filezilla as well for me..
Thanks for the McAfee bit, by going into Virusscan console, then
properties on AccessProtection, then clicking on the ViewLog button, I
can see this:
04/09/2008 18:53:16 Blocked by port blocking rule chrome.exe Prevent
downloads from the world wide web {ip addy}
That explains that. I can't actually change anything in McAfee without
the password that IT have got, so stumped now. Hopefully this will
assist others though :)
I'll have to ask our IT nicely to get this corrected for me.

To fix this form McAfee open up the virus console (right click the
little shield with the "V" on the taskbar and select Virus Scann
console...)
Right click "Access Protection and click properties"
Click on "Common Maximum Protection" then select "Prevent HTTP
communication" in the right pane.
Click Edit
add chrome.exe to the Processes to exclude box and click ok.
Hope this helps.

Yes, that fixed it for me also - I turned off McAffee access
protection and now Chrome works fine.
So this is just sad. Where I work we can choice either Symantec or
McAffee protection suites.
So Chrome does not work with Symantec EndPoint protection fully
enable. You get the error c00005 that is discussed in another thread.
So I unload Symantec and load McAffee only to find Chrome won't work
with McAffee either (well not in Max protection mode).
Geezzzzzzzzzzzzzzzzzzz google - didn't you test this with anti-virus
suites first - they are kinda mandatory!!!!
I had chrome working fine, then I changed ISP to ATT&Yahoo Highspeed
DSL and now Chrome cant access anything. I am unsing Panda Internet
Security and Firewall but its recently expired. Holy moly, I have no
idea how to get it working again. I have uninstalled and reinstalled,
still not working.
Yeah, I think there's a separate issue here. I downloaded Chrome the
other day - seemed to work fine on this machine. Trying it now, no
notable settings or application changes, and no websites will open for
me. I'm not running an explicit firewall, only Windows XP standard
firewall. Adding an explicit exception for Chrome makes no difference
to the behaviour. Doesn't make a difference whether it's an https or
an http address. Virus scanner is latest AVG Free, all up to date - it
does no firewall stuff (I know some other AV solutions do).
Symptoms:
Attempts to load, spins for a long while, then displays:
This web page is not available.
The web page at null might be temporarily down or it may have moved
permanently to a new web address.
and the more information section contains
Error 104 (net::ERR_CONNECTION_FAILED): The attempt to connect to the
server failed.
NB: The error is _always_ the same, it seems to be the same error as
would come up if a firewall was blocking the app, but I've tried to
eliminate that from the equation.
