the gcf tag? why just use gcf tag??

Because we want to allow new sites to use HTML5 features will not breaking old sites that require legacy IE features. Users who want a better experience for all sites can just use Chrome.

Because not all sites work with Chrome or may not style properly in
Chrome, so better to be explicit about which sites do work with Chrome
and leave the others to render with the Internet Explorer engine

Can you elaborate on the use case you're thinking of or a particular problem?
An important feature of of GCF is for the user to not have to participate in the choice of whether GCF is enabled or not. It's the content that controls it. For example there is no option to turn Flash on or off in a toolbar. Comparing GCF with windows messenger is apples and oranges.
