Need to send notification to customers

We have several orders for $0 dollars. I realize there is no money to
refund to the customer but we still need to cancel the order and send
the customer notification, but the button to cancel the order for
orders of $0 is disabled. Please advice ASAP on how we can cancel
these orders

some reason this morning instead of the orders being processed
automatically, they are being sent to the Merchant Center for manual
approval. This breaks a lot of downstream processes at our company -
