I received an order, charged it but Google had not submitted that
charge to my account, I had to refund the customer and evidentally
Google wanted that amount back. I didn't see this until too late. Now
my Google account is closed. I really want to keep this account open.
Is there anyway I can reopen it.

I think if you contact them on the form http://checkout.google.com/support/sell/bin/request.py

and tell them about this, Google Checkout will do something about it
