Sales Tax in other states

I operate in Pennsylvania and have used the settings panel to define
the sales tax for PA. I just received an order from a CA resident adn
the Google Checkout added sales tax to this order. There should not be
sales tax charged.
How do I fix this from happening?

the buyer to specify a quantity from 1-24, with corrsponding prices

I've been using google checkout for my online store for less than 2
months, so I haven't received very many reviews. However, 2 of the
reviews from my customers disappeared yesterday and today. Is this
just a glitch for google checkout? I asked one of the customers if
