Sales Tax on Shipping

I can't seem to get google checkout to charge sales tax on shipping.
We use the MivaMechant State Sales Tax module and Tax Shipping is
selected. Tax Shipping is also selected in our Google Checkout
Settings.

At the Google Checkout screen, the items in the cart are taxed and the
proper shipping methods are available from Miva but no tax on
shipping.

I emailed google checkout support and they responded that there are
"calculation errors in the integration console". I checked the console
and there were a few messages but none on the dates that the sales tax
error occured. The message makes no sense to me in how it relates to
my problem. I've included part of it below.

Any ideas?
