Is it possible to move tick marks on top of bar charts?

Is there a priority setting that would make possible to draw x or r
axis tick marks on top of a bar chart? I'd like to make it look like
the tick marks are segmenting the column, if possible.

The chart below, which I've pulled from an online, might serve as an
example of a starting point.

A quick thought is to use Data Point Labels. In this example I added
&chm with 4 text data point markers using exclamation point (!) as the
marker. It kind of makes it look like what you suggested.
