CAN THE API BE USED TO AUTHENTICATE ON TWITTER OR ONLY GOOGLE ACCOUNTS?

I had a lot of luck using twitter4j to authenticate using oauth tokens
from twitter accounts.

There is nothing builtin to App Engine for authenticating with
Twitter. You can review Twitter's list of libraries however as a
starting point:

the oauth api google app engine provide is for OAUTH PROVIDER and not
OAUTH CONSUMER.
