Since approximately 12pm Pacific Time, App Engine has experienced
significantly elevated latencies for traffic originating from Asia and
the West Coast of North America. This is effectively an outage for
those areas. The App Engine team is investigating right now.

As of 1:00 pm, traffic levels returned to 100% and App Engine is
serving normally. Latency does remain slightly elevated -
investigation continues.
