Increased RPC latency causing application downtime and elevated errors

As of 1:15pm Pacific Time, an issue with our persistence layer caused
RPC latency to dramatically increase, resulting in a high percentage
of requests to App Engine applications resulting in HTTP 500 timeout
errors.
The underlying issue was addressed at 1:30pm. Error rates have begun
decreasing, but we are seeing a back up of task queue tasks. We
estimate that the system should return to a normal serving status at
roughly 1:55pm.

The issues have been resolved. Serving status should have completely
returned to normal around 1:55pm.
