Is my IP banned from querying Google Analytics Api?

Hello, we are using Zend_GData with api v2.4. We have a production server and a development server (with same credentials as production machine), each using different IP.
Today I encountered the famous "usageLimitsuserRateLimitExceededUnregUser Rate Limit Exceeded" on my development server.
On the production server it works perfectly and on development machine I get only this error.
I've got my dev. machine connected throug another network and the response came through just fine.
Any help? Please... At least a reason why IP is banned and what I can do to change that?

In regards to our problem, I, miself, was not able to solve this problem when it appeared, and did not get any response from Google either. However, the problem disappeared after a few days, but meanwhile I implemented version 3.0, which by the way was working while v2.4 was not. Anyway, for me, both versions working right now.
My suggestion would be to implement v3.0, just in case you run into this problem again or it does not get solved by itelf.

Sorry that I could not be of much assistance, but if you do get a solution, please let me know what it was.

Many thanks for your input. I will look into implementing v3 and hopefully that will solve the issue. If I do hear from anybody on how to unblock the IP, I will drop in a line on this thread as well.

The error code userRateLimitExceededUnregUser suggests that you are sending unregistered requests to the API. You need to register with Google APIs console and create a project there. We also recommend that you set up OAuth 2.0 for your project, which automatically sends the client_id for your project with each API request.
