Regarding Terms and conditions

As per terms in http://code.google.com/apis/ajaxsearch/terms.html

section 1.3 Appropriate Conduct and Prohibited Uses mentions that
"incorporate Google Search Results as the primary content on your
website or page;" is illegal

I had created the page http://goojav.googlepages.com/AjaxSearch.html
which uses Google Co-Op to display results, i want to make this page
available to public so that all users who are all
not Subscribed or sign into google can also use the service.

Is my idea is legally correct .
