Test Reward ads cannot loaded : Error 3

It showed Error 3 when I test the Reward ads. It showed neither the test ads nor the real ads.  And it only happened in my Android app.  It's doing no problem in iOS app. Is it anything related to the package name?   ex.: package name has been banned ...etc.

Thank you very much for your reply.

Following is the link for downloading the testing APK.

Please click "Rewarded video" then you'll enter the testing screen.

Click "Test", it will request ca-app-pub-3940256099942544/5224354917 for testing ads, and it replied Error 3.

"Signin" and "Money tree" are requesting for real ads, and the replies are Error 3 , too.

Results are all the same in all of our testing Android devices.

However, if we change another Bundle Identifier, it will work normally and correctly.

Since the Bundle Identifier has been used in our launched app for years, we cannot

change a new one.

I've tried to install your APK using ADB command, and I'm getting Failure [INSTALL_FAILED_NO_MATCHING_ABIS: Failed to extract native libraries, res=-113] on my end. Meanwhile, would you please kindly try to install the APK by simply clicking on it instead of using ADB command? thank you.

May I know if you install the APK by simulator or devices?

Would you please install it by device, since it cannot be installed by simulator.

I'm sorry that it's kind of complicated to share the project file with you, because the 

APK is developed by Adobe AIR, you'll need to install many other programs.

I'm afraid that I'm still getting the same error on our test device (Google Pixel 3). I've tried to install our sample app as well and test ads works fine. Could you please try to change your App ID with our sample ca-app-pub-3940256099942544~3347511713 from AndroidManifest, then let me know how it goes?

Hi Regina,

We also received a report from other publishers with the same behavior that you reported here. Since they still on the development stage (or just testing ads on their app), we always recommends to use our test App ID instead which really works after doing our recommendations. As far as I know, this is not related to account level,  banned Bundle Identifier or ad serving limit.

We have attempted to use the sample App ID, however it continues to give error 3.

We have not made any adjustments besides using the sample App ID given.

Is there any recommendations you can give us to make adjustments to the test app?

We made a request for a test ad but still received the error 3. 

Have you encountered any situations where the test error was not even received?

As you mentioned that the sample app id still returns error code 3, for us to further investigate this, it would be best if you could provide a project instead, so we could have full visibility in your implementation as well. Rest assured that the shared project file will not be shared externally and will be used for investigation purposes only. If you can't still provide a project file due to company policy, you may modify our sample app aligning to your implementation.
