Have you tried to reach out to the Product Support Team? If not yet, I would suggest reaching out to them. Also, you can check our Sample App Android to check your implementation and ad unit id. But since this is an ad serving concern, it's better to reach out to the product team about this.

Since you mentioned that you created new ad unit ids, you needed to wait up to one hour after you create an app or ad unit. In some cases, it can take a few days for ads to appear in new apps or ad units. I would recommend to wait for a while since it is newly created ad unit ids.
