Query In Banner View Refresh and impression

Hi Team, 

We are using Single AdspotID for Banner View and reusing the same AdSpotId in collection View after certain interval. I gone through the documents and if I call load(GADRequest()) for every the banner view in every cell it will get refresh and also puts the impression. But when I am calling it the success rate is very low and getting  "Request Error: No ad to show". Can you help us in pointing to the right direction if the approach is right.
