Hi

Are you referring to eCPM Floor available for publishers. Right?
It's available to all developers using AdMob.
Just go into AdMob Mediation. Set up a new Mediation Id.
Select AdMob eCPM floor from the list. Mediate Normal Ads with eCPM ads of choice in your Apps.
Remember to create a New App Id for eCPM floor. (  not to use your app id in eCPM floor)
