In 5.34 (betazoid):

CIRCUMSTANCE:

Somebody sent me a rotated forwarded message and I rotated it back to
the original using vm-edit-message.

PROBLEM:

The forwarded message had a From: header.  vm-edit-message-end didn't
quote the header.  (The human can't be relied upon to do this because
he might be editing the message automatically and because humans are
fallible.)

PROPOSAL:

Have a variable that says whether to have vm-message-end quote any
From: headers that are in the edited message.  The magic of dynamic
elisp can be used to temporarily set the variable another way for an
automatic purpose that requires it to be different from the normal
setting (e.g. maybe the human really wants to create 2 messages).

(OK, it actually says "5.34 (beta)".)
