Making outline mode more useful ...

I've been using the outline major and minor modes a bit.  While
they're useful, I think they're missing some very important functions
to make them much more useful.  Specifically, I need ...

1) a simple key sequence (Ret, ideally) to begin a new outline item at
   the same level as the current item.

2) a simple key sequence to demote an item (ie, add a "*" to the
   beginning.)

3) a simple key sequence to promote an item (ie, remove a "*".)

Also, this should automatically word wrap to the start of the current
item, indented by as many spaces as the current item level.

Anyone have anything to add these capabilities to outline mode?

(I'd appreciate a CC response by e-mail, since we're having news
server problems that prevent my getting to the server easily.)
