bug#11644: 24.1.50; Add to NEWS: buffer menu rewritten to use tabulated list mode

Couldn't find anything in NEWS about this change. Please mention it.
Likewise for other modes/libraries that underwent similar rewrites.

This is essentially a wholesale rewrite of buff-menu.el. It is good to
let Emacs users know about such changes (yes, they are user-visible,
affecting behavior in several ways).

And in particular, such info can help users of 3rd-party code that uses
or enhances buff-menu.el understand why that code might no longer work
at all (i.e., "c'est normal").
