There is no way to guarantee a return receipt will be passed from one provider to another, so Gmail chose not to include them at all.

As I understand it, return receipts may have never been defined in the
Internet "standards" (RFCs), so there is no accepted way to handle
them yet.

Microsoft decided to add them to Outlook, using their own non-standard
standard; so if both ends use Microsoft Outlook, they *might* work.

Without a standard, it would be difficult for Gmail to have this feature.

You cannot do it from Gmail's web interface.  But, if you are using an external client via POP or IMAP that client might be able to send out return receipts.
