Hi Bruce,

i guess the clipboard stores its content in different formats. I'd
suggest there is a text-only format and a html format, and each
application, where you put something into the clipboard decides, which
formats are filled. Maybe some programs fill different formats at the
same time. A wysiwyg editor could put a "<hr>" into the html section
of the clipboard and a "-------" into the raw text section at the same
time.

If you put a "<hr>" into the raw text section it won't help, as it has
to be on the html section when it is pasted.

This is just a guess

You can also insert a horizontal line into a Google Document and then paste it into a Gmail message.

It works here too:
