blank emails from joomla embedded installation

I've upgraded to 1.8.11 in my Joomla embedded installation and
everything works fine, except when someone tries to report an error or
suggest a term, i get a blank email, all headers seem to be fine,
except no body was sent. here is a copy of a sample suggestion email
