ICANN losses ground with ccNSO members

The first signs of what I predicted was going to be the fate of the
Internet if ICANN continued on this course, have been realized!

But while I believed it would be China or Europe to first break
From the pack, it turned out to be Africa!

In a surprise vote more than 50 percent of Africa's ccTLDs have not
joined ICANN's Country Code Names Supporting Organization (ccNSO)
because of the perceived influence of the U.S. Government, while
others fear that joining the body would antagonize political leaders
in their countries.

30% of those ccTLDs have already contacted GlobalDNA seeking
Inclusion, and I join the others here to invite the other 60% to
contact me and take a test drive!

The ccNSO is the policy development body for global ccTLD issues
within the ICANN structure.

"Some African ccTLDs have decided to opt out from the ccNSO because of
the whole controversy of the ICANN Joint Partnership Agreement with
the U.S. Government," said Vika Mpisane, president of Africa Top Level
Domain Organization (AfTLD). "I get a sense there's a slowly growing
discomfort amongst some African governments with the continuing U.S.
Oversight over ICANN."

"If governments are uncomfortable, ccTLD managers in those countries
are unlikely to bother joining the ccNSO, because such a step may be
seen in itself as legitimizing the U.S. Oversight over ICANN. No ccTLD
manager would want to be at loggerheads with its government," added
Mpisane.

I would like to thank Paulos Nyirenda for being the first to break
ranks with ICANN and joining us here at GlobalDNA. He is responsible
for raising the debate now in the ccNSO.

Paulos Nyirenda, who has represented Malawi at ccNSO meetings since
its formation is a very respected individual
Among African ccTLD members.

The majority of the ccTLDs in the region have not yet automated their
registration systems, and their management structure is not very
clear. Some are influenced by government officials, which may curtail
independent decision-making, especially on international matters.

There is a need to outreach some ccTLDs with a message that will
encourage them to join us.

I would especially like to open dialog with Yassin Mshana
representative from Tanzania in the ccNSO. I believe your country has
the equipment and people necessary to act as a
Tier2 or Tier3 node on the GlobalDNA for that region of the world.

ICANN has been quick with damage control the task of encouraging
countries to participate in ICANN meetings has been taken over by
AfTLD -- the organization of African ccTLD managers -- although
Mpisane insists that the decision to join is left to the country.

"This outreach or bribe includes travel and accommodation fellowships
to ccTLDs to attend ICANN meetings, including those that are not ccNSO
members"

Paulos Nyirenda pointed out to members a common misconception that
countries thought they had to sign ICANN's
Accountability framework before they are allowed to join the ccNSO.
Mpisane conceded that in fact there is know such
Rule in the bylaws or charters.

Nyirenda urges members not to leave the ccTLD, or hesitate
Renewing or re joining. "Just don't sign any ICANN related
Paperwork including the Accountability Framework might

The future direction the ccNSO should move and how important a role
ICANN should play in that."

So with that established I would urge all ccNSO members to send notice
to ICANN that you are opting out of the "Accountability Framework"
effective the end of September it
Will not effect your position in the ccNSO. But will open your
Countries options even if you have no plans to join GlobalDNA.
Should future developments make it necessary.

Today we see the power of cooperation, and the results when it's
absent.

ICANN's in visioned change from a cooperative body to a branch of the
government
Has members running to the hills.

At the same time in less then 24 hours we see teams of people coming
together
And doing the impossible switching the same said servers over to being
Tier2 providers
On the GlobalDNA. This shows the real power of GlobalDNA is in the
cooperative efforts
Of it's participants.
