This is an absolutely brilliant piece by David Leonhardt. The first
part shows how quality control methods (collect data on procedures and
outcomes) can improve results (duh!), the second that the incentives
in the current system may actually drive you the other way -- being
more efficient may actually lose a hospital money. That's the crux of
our current problem.
