I'm working with census tracts in Colorado from 1990. They are
available from Census, http://www.census.gov/geo/www/cob/tr1990.html#shp,
and are said to be unprojected--when downloaded they come with just 3
files, a .shp, a .dbf, and a .shx file.
I am unable to project or reproject the file. Not sure why. When I run
it through the toolbox the file reports that it has been reprojected
but no projection file is created and it will not play nice with other
files that are properly projected.
On their website, there is a link for metadata and it shows the coordinate system used for each. http://www.census.gov/geo/www/cob/tr_metadata.html You can use Arc Catalog to define the projection information. For the 1990 tracts, it appears to be Geographic (Lat/Lon) projection and NAD27 Datum.
