I need to create GIS data convertable to the MapInfo Professional GIS
platform.

The GIS data will be a County by County tax parcel layer created from
interpreting images of the tax plat maps.

Ground accuracy of the data is not as important as the attributes of
the data (correct APN # ONLY). I will provide the base data (Section
Grid) to work from, which should make the overlay split easy.

The data will be used for regional ownership analysis and is not
intended to be survey grade.

I am open to ideas. I can do this myself, but I need to free myself up
for other projects, saving cost and time.
