ggplot2 and scales on cran

Hi all,

The latest versions of ggplot2 and scales are on CRAN, and binary and
mirror versions should be available in the next couple of days.

I've also tagged the releases (hopefully correctly this time!) on github.

No, but I have a set of features I'd like for it:

* new themes system
* new website
* separate gtable package

And we're keeping any breaking changes until 0.10.
