Hi,

For the javascript web service, this means you have gone way over your allowance of 120 lookups per minute. The other web services are automatically blocked when they exceed 120/minute and the blacklist is released after 1 hour, but for the javascript permanent blacklisting comes into effect for > 250/minute lookups.

Stating what website URL is using the geoPlugin web service. You most likely need to use the geoPlugin premium service to prevent this kind of blacklisting - please see http://www.geoplugin.com/premium

Well removing the contentType header seem's to remove the 403 forbidden.
