Admin2 in Germany

Good morning

I´d found some Admin2 in Germany that are a bit strange for me.

I supposed Admin2 is always a unique identifier, but in some cases I
found Admin2 with CountryCode and Admin1 in it.

Examples:
GEOID: 2761463, 6462663, 6463274, 6463684, 6464965, 6465233, 6467982,
6471563, 6472058.

Why is this in that way?


I know also there are some point in Germany (Germany is the case I
studied) without Admin1 and Admin2.

Why is this about?


Examples:
GEOID: 6488374, 6490274, 6507067, 6507110, 6508240, 6508747, 6511735,
6519235, 6519681

The admincodes should be identifier, normally an official international
(iso, fips) or national code. If no code is available the geonameid is
sometimes used. In the cases you describe the code is a combination of
some abbreviations this is a temporary solution till somebody has found
the time to fix it. Maybe you want to help clean it?
