Is there a way to get notified either by email or programmatically
when "GeoNames commercial service" goes down?

About a billion diffenent 'website' monitoring services should be able
to monitor the API

This one already monitors the free API:

I think that failure of a call gives you enough information and
besides that you can use the api-status.com as mentioned earlier.
