Transcarpathia (Zakarpatt'ya oblast) Ukraine questions

Background:  In 1991, Ukraine gained its independence from Russia and since that time, the spelling of the cities, towns and villages of Ukraine has been changing from the Russian spelling to the Ukranian spelling.  This affects the "Latin" character spelling as well.  
 
My area of interest is of Transcarpathia (Zakarpatt'ya oblast). 
 
When I access the U.S. GeoNames database, they only list about 340 cities, towns and villages for Zakarpatt'ya oblast, yet the GeoNames.org database has over 700 cities, towns and villages listed (some duplicates) for Zakarpatt'ya oblast.  Today, there are about 650 cities, towns and villages in the Zakarpatt'ya oblast.  Review of the two databases indicates that the Latin charcter spelling of the cities, towns and villages somewhat varys, but the GeoNames.org database seems to be more up to date.
 
My organization is using the U.S. GeoNames database as its feed---to create a Gazeetter---but many cities, towns and villages today missing and this is causing great confusion.  (I tried to get them to change to the GeoNames.org feed, no luck.)  Contacting the U.S. GeoNames people, they said they will change/update their data base if they have the source document, with citations. .Since my organization will not change to the GeoNames.org data feed, I need help to get answers to the following questions: 
 
1.  What is the source document of the naming conventions used by GeoNames.org for Transcarpathia (Zakarpatt'ya oblast) [or Ukraine in general]?
 
2.  Is there a point-of-contact in Transcarpathia [or Ukraine] I can write to concerning the source document?
 
3.  Can I contact the person at GeoNames.org involved with the Ukraine database entries for follow-on questions?

The largest single source for the Ukraine is the US feed.
The largest contributor lately seems to be a guy called Marc :-)

I fear I can only suggest to switch to the geonames.org feed.
