authorship and released by the American Enterprise Institute.

The tone and context is of the geoengineering outlook might be estimated from

this portion of a summary point:

Promote the development of real solutions to climate change. President Bush understands that real solutions to climate change will require developing breakthrough clean-energy technologies and (probably) geoengineering technology. Unfortunately, the administration ...

The summary mentions technological but not scientific or other uncertainties.

Perhaps those are inside.  A tone of urgency prevails.
