Why does it take this much time to post a topic as a new member?

Please see my previous topic I posted via the "Start a new discussion"
Web form on 2011-07-17.

The forum is basically unusable this way. I wanted this forum topic to
be created before the Python Announce List announcement, but it did
not make it. My topic gives more insight into Genshi Compiler than my
regular announcement and specially targeted to this group. It is an
open source, free to use project with an MIT license, so it does not
count as an advertisement, I think.

Is there a way to post a topic in a timely manner? Who should I
contant regarding this?
