You'd need to do an as exhaustive as possible changelog of the release for both sources and website.
Also, you'll have to tag the hg sources you used to build + create the symlink on server for 3.0 sources tarballs download.
You also need to declare release + changelog on sf.net, freshmeat, distrowatch and ohloh.
Last but not least, I usually write down news articles that i submit to most of advertising websites (slashgear, phoronix for usa, linuxfr, clubic, pcinpact for french). I usually do more but this is a good start. Note that the whole list of TODOs is a highly time consuming task.
GeeXboX notority has logically decreased over time. If you wanna do a 3.0 release, you really need proper advertising.
